No authorizations defaults a user decision to approved.

Hello,
 
I'm wondering if someone could help me out with a problem I recently came
across in an HR Absence workflow. The scenario is pretty straight forward:
- Employee requests leave;
- Workflow kicks in and redirects to chief position (role 157);
- Supervisor signs on and attempts to action the workflow (Approve or
Reject).
At this point, if the supervisor does not have the proper authorizations,
the user decision defaults to Approved and the workflow fails attempting to
unlock the HR record. When I fix the authorization problem and restart the
workflow, the decision step is already completed and therefor does not allow
me to change the default decision... It moves on to the next steps asking me
to save the HR record. Other than coding an authorization check, how can I
force the workflow to default to 'Cancel' instead of 'Approved'?
 
Any ideas, comments, suggestions would be much appreciated.
