Another OSS Note 378487 Question

Peter,
 
You need to have your OSS note in the target system before you transport,
otherwise your workflows will be inactive there.
You can apply the note before hot packages though, just make sure you resend the
transport with your note after hot packs get there.

Hi All,
 
We are in the process of implementing support packages 20 to 24 in 4.6B.  So
far they have only been applied to our development system.  We are putting
in OSS note 378487 in dev. now and will have this note follow the support
packages into test and production.
 
My question is whether or not I can safely migrate workflow definitions in
the interim?  Ie after note 378487 is in dev. can I migrate a workflow to
test before the support packages and the note have been migrated to test?
 
Admittedly I should probably address this question to OSS, but I'm kind of
keen to hear of other peoples experience.
