I've checked OMGQ and the release codes are marked '1' Role resolution with
group, code, and plant (T16FW)

Paul, you also need to ensure that you have marked your release codes as
relevant for Workflow via transaction OMGQ.  This is what makes SAP publish
the RELEASESTEPCREATED event in the first place.
