Workflow template

I'm working on 4.6C patch level 13 system. I am encountering problems when =
I transport a workflow template. The definitions do not seem to transportin=
g.
 
The transport logs say that everything has transported ok.=20
 
One of the workflows are brand new. The template number, description, etc =
is transported. The workflow definition indicator is not set?
