Workflow transport problem in 4.6C and oss notes 348487

Hi all,
 
We have some errors when promoting a transport to 4.6C system. When
the transports first promoted, none of the workflow definitions can
be displayed and the workflow definition check box is blank . Then
oss notes 348487 and 315515 were applied. A new transport containing
the new-activated version of wf definition (version 0001) are loaded.
When trying to display the workflow definition, error
message "Workflow definition 'WS78600010' not in version " is
displayed. By the way, the workflow definition check box is NOT blank
now.
 
Any thoughts?
