Cost Center Creation Event triggering

Hello There,
 
Has anyone successfully found a way to trigger events for the creation of
cost centers? I have tried the standard 'no programming' ways but:
 
No change document is written for creation (only change, for which there is
an existing event)
No status management
No Business Transaction event (that I could find)
 
Any ideas? handy user exits? I'd rather not insert function calls into core
code to trigger events or write change docs if I can help it, or rely on a
scheduled job.
