workflow customizing

We recently upgraded from 30f to 46c and have just completed our first
refresh of a development system from another 46c system. In SWU3 the RFC
Desitnation setting has a lightning bolt and we cannot get it green.  We
have the user wf-batch set up along with the logical desitnation
WORKFLOW_LOCAL_010.  Everything looks like the production system. Any
suggestions?
