The workflow administrator can be different for each workflow definition (I=
 use 3.1I)
 
Use transaction SWUF, select the workflow required and click "Verify Workfl=
ow Administration", you will see a list of possible administration tasks fo=
r the workflow.
 
You would also need to be an agent for the workflow definition, go to PFTC =
enter the required workflow and at the first screen click Additional Data -=
 Agent Assignment - Maintain, add yourself.
 
Look at OSS note 322526, it is a great help for the likes of us.
