Transient workflow

We are preparing to upgrade to 4.6C and I was under the impression that a
new type of workflow called "transient workflow" would be available.  The
transient workflows would not be persistent like normal workflows and would
be useful in a high-volume call center environment.  Does anyone know if
"transient workflow" is available in 4.6C and where I can find documentation
on it?
