Dear Aravindan,

I have exactly the same problems, you described in your mail - but we =
are
using 4.5:=20
I transported a new WS into our QA, but somehow my workflow definiton =
got
lost. The Template was created in the QA and all of my TS were present =
in
the QA, but the definition was missing (even the checkbox Workflow
Definition was not checked).
I made some changes to this WS and transported it again and that helped =
me
to solve the error - but I tried this for a second (existing) WS, but =
now I
have for this WS (like you said in your mail) no active version in our =
QA.
I opened up a OSS call and someone from the SAP development had a first =
look
at the problem, but until now there is no solution....

When I have more information, I will let you know...

Regards,
 Andreas
