Excluded Agents

Hi All,
We are implementing 4.6C:
If the selected agent of a WI appears in the list of excluded agents, too, I
have the following -rather strange- behaviour:
-the WF log lists the WI as assigned to the selected agent
-however, the selected agent's inbox is empty, and there is no message or
any other indication about the WI waiting for his/her action
-the WI sits forever assigned to the selected agent, and the WF stays in 'In
Process' state according to the WF log.
If anybody ever ran into this, please let me know.
