workflow transport problems and OSS note 378487

hi all
 
we are running 46C - SP 16 and are experiencing similar transport
problems described in the message thread 'workflow transport
problems' ie...
 
the initial transport of a new workflow template from development to
our QA system is fine, the workflow version 0000 arrives in the
destination system in an activated state.
 
I then make changes to that workflow in development which syntax
check and activate without a problem.
 
When this change is transported to QA the a new version 0001 is
created and is flagged as the active version when versions are viewed
through 'Workflow > Other workflow/version' option in the workflow
builder, however this version has the status '[Revised,Saved]' when
veiwing in the workflow builder. If you switch to version 0000 its
status is [Active,Saved] and appears to be the workflow that is
triggered.
 
I have tried creating a new version in development and transporting
that with the same result (in QA 0002 is flagged as active in 'Other
workflow/version' but 0000 is still the [Active,Saved] version.
 
There don't appear to be any problems flagged in transport or import
generation logs
 
NB. OSS note 378487 has been applied through SP 16
 
any ideas?
