Sometime ago in a similar situation, I wrote a utility ABAP to mass forward
work items using SAP function module 'SWW_WI_FORWARD'.  This may be an
option for you.

Hi
We have had to delete the org structure in production and I need to somehow
refresh/forward the existing workitems (those assigned to positions that now
no longer exist) to the correct users.   The main problem is that the
workitems are not in error status so I cannot restart or forward?!  Has
anyone tackled this problem before?
