Does WF-BATCH need other authorizations in addition to SAP_ALL and SAP_NEW?

Sounds like an WF-Batch user authorisation problem. You can check by copying
to a dialog user and then try to execute the method with this dialog user.
 
I had some problems after my upgrade to 46c with the PD structural
authorisation changes in combination with the rfc user, which resulted in
the same problems you are describing.

Hi,
 
I have created a workflow which is supposed to approve and release a
project.  (PS module)
 
The workflow initiator gets to choose among different approval chains.  Each
approval chain has up to five levels of approval.  Each approval level is
set by updating the project's user status field.
 
I have created a sub-object type ZBUS2001 and a new method ApprovalProcess.
This method calls a function module which is simply a BDC program using call
transaction (transaction CJ20N) to update the user status field.  The
function module has been tested successfully.  It also works fine when I
test the method and the sub-object type.  However,  when I test the task
(User Status Update Task) individually using SWUS, which uses the new
method, the task fails (WF-BATCH executes SWW_BI_EXECUTE_S).
 
This is on R/3 4.6B.  Any ideas?
