Duplicate Events raised

Hi!
 
I am triggering two different single-step tasks for the event QMSM.RELEASED.  Each task has a different check function and calls a different method.  For some reason, I am now seeing duplicate events in the event trace via SWEL and the receiver is also executed twice.  Any idea why?  I am running SAP 4.6b.
