Event trace log not generated

no, table SWELTS is not the reason. SWELTS contains UTC-timestamps for
existing trace-entries. This is an additional information for the
trace-report (SWEL).
 
Take a look at table SWELCF. This table contains the restrictions for
selective trace-entries. Does any restriction exist? You can set these
restrictions in transaction SWELS when the trace is active. Have you tried
to raise the event manually using transaction SWUE?
