Table SOPR is available in 4.0B.
Function module RH_INBOX_VIEW_BUFFER_REFRESH is called when I select the
"Refresh organizational environment" button in tran SWUS (form EXIT_COMMAND
in program LSWUSF01), which is what I tried yesterday.

Well in 46B this is maintained via that transaction. The correspodning table
is
SOPR, but I doubt it is available in 40B.
Transaction SWU_OBUF refreshes a buffer by calling function module
RH_INBOX_VIEW_BUFFER_REFRESH.
Check if you have that function module in your release (it was created in
Nov.'98 so you might have it), and then do a where used on it.

Tran SWU_OBUF doesn't exist on our system (we're on 4.0B).
I did log in as holder B this morning and saw that the 3 work items are now
in the inbox. So what triggered these work items to show up in the inbox?

Try transaction SWU_OBUF (synchronization of runtime buffer). By default the
buffer gets synchronized every 24 hours.

I looked at the 3 work items and they had creation dates from 10/09/2000 -
10/11/2000. What specifically do I need to consider about the work item
creation date?

I've got an org unit set up like this:
Org unit I
Position 1
Holder A (validity 10/11/2000 - 12/31/2000)
*Note: Positions are created in reference to jobs and workflow tasks are
assigned to jobs.
Currently holder A has 3 work items in inbox for this org unit position. I
delimit holder A with a delimit date of 10/16/2000 and add holder B with a
validity of 10/17/2000 - 12/31/9999). Holder B currently has no work items
in inbox. I then refresh the org environment via tran SWUS.
Now holder A has no work items in inbox but holder B still has no work items
in inbox. I was expecting the 3 work items to be transferred to holder B
after the org environment refresh. Is my assumption incorrect?
