Hello Rob,
 
I found the same behaviour in the SD module where the function works on
customer orders only, not on a customer order position.
 
To overcome this, I moved the header object (eg. BUS2105) to container
element _ADHOC_OBJECTS. That works.
 
If you add more than one different objects to the _ADHOC_OBJECTS table,
you can have access to one workflow from several applications (eg. from
Material Master Maintenance and from Customer Order Maintenance)..
