Raise Event Based on Multiple Triggers

I'm trying to raise an event based on multiple triggers (a change document
for a field and a user status being set).  Is the only way to do this to
create custom code within a method to check for the two triggers and then
raise the event by calling the function SWE_EVENT_CREATE?
