Status Management

Hi,
 
I have several questions regarding Status Management, hope you can help me.
 
1.  Table BSVWCOUP3 is a allowed maintenance table.  Is there a
configuration path that I can go to maintain or just use transaction SE12?
 
2.  What is the difference between using status retrictions in transaction
BSVY and table field  BSVWCOUP3-EVENTFB?
