Error WL837 when processing an event linkage for IDOCORDRSP

I am in the process of configuring and testing the EDI Inbound Order
Acknowledgement against a Purchase Order.
 
At this point, I believe to have the basic configuration in place and can
successfully receive an OrderAcknowledement to an IDOC.
 
During the IDOC processing, the following occurs:
* If there is a perfect match on the acknowledgement quantity and delivery date,
the acknowledgement posts against the PO - that's great and is expected
* If there the acknowledged quantity is not within tolerance, the IDOC gets an
Error status of 51 "Error: Application Document not posted", the error is
correctly set to "Quantity variance in acknowlegement re PO ..... item ...." -
that's great and is expected
 
However, I am expecting the proper "group" to get routed to their inbox a
workflow item - basically this document which is to be worked for posting.  This
does not occur.  Rather, the EDIADMIN account receives an inbox message that is
an error:
 
Error in Event Receiver
Error Processing the following event linkage:
IDOCORDRSP   INPUTERROROCCURD    TS00008075
The following error occured:
WL837
.....
Event linkage deactivated
 
Prior to running the test, the event linkage for TS00008075 was activated.
Following this test, the event linkage is set to deactivated.
 
Has anyone experienced this before?  I know there is some little flag or
configuration that I have overlooked, but I am not sure what's missing....
At this point, I believe I have the EDI Outbound components configured and
properly working in a productive environment.
 
I am currently a 3.1h environment
