Event trigger using Change Document

Does anyone know if it is possible to trigger an event using Change
Documents with field restrictions in the moment when a document is bein=
g
created? I have already tested it when the document is being changed, b=
ut
when I tried to test it in the creation moment it seemed doesn't work.
 
Any kind of information would be highly appreciated...
