Does 4.6 encompass everything that 3.x has and more? or Would I be missing
valuable information if I took a 4.6 class rather than a 4.0 class? (although
our current release is 3.0x.

Yes.  ABAP in 4.6 has object orientation.  There are classes, methods, and
so forth.  Although you can write a code like 3.0F in 4.6, it is not
intended to.
