Hi,
 
Two things to check here:
1) Check the elements in all of the containers.
There is one that is checked as import/export &
mandatory. An item can only be import and mandatory.
 
2) check the statuses in the steps.
I am recalling this from memory, but in a 4.0
environment, I recall this workflow was standard
delivered with a feature (BUG) that set the status to
completed, which then never called the sub-workflow.
Change this status and your problem should go away.
