viewing old versions of a workflow

We are using workflow in an SAP 4.5b system.   With every new revision to our WS
workflow, we save it to a new version and existing workflows correctly use the
older versions of the workflow with which they were created.
 
However, when I attempt to display one of the older versions of the workflow
using either the graphical or alphanumeric editor, it always displays the most
current version, which is also the active version.
 
I select the menu path to CHOOSE VERSION and SAP displays the list of versions,
each with its own date/time stamp of when it was last changed, but regardless of
which one I choose, the most current version is displayed.
 
Furthermore, when I attempted to activate an old version of the workflow, it
activated that version number, but with a copy of the most current version of
the workflow.
 
Is there something that I am doing wrong?
