Transport QA approval Workflow

Hi Group,
 
We are at the early stage of a project. The basis consultants are very
interested in making use of the SAP template on Transport Workflow. There is
much information on the customization and setup. But we couldn't figure out
how the QA Approval Steps are setup. There are three default steps:
 
1) Approved by system administrator
2) Approved by user department
3) Approved by request owner
 
Can anybody advice how we can link these steps to our org. objects, eg.
user, position? Is it through authorization object? Or perhaps more
generally, how these steps are used in the workflow? It seems noraml agent
assignment concept doesn't work here.
