How to release reqs. using release codes

Ok.  I am new to creating workflows, so please be gentle with me.
 
I have the workflow for overall release of purchase req. created, but I do
not know how to assign agents to release certain release codes.  Example - I
want only cost center manager's to receive the reqs. with release code 15,
project manager's to receive the reqs with release code 7, etc.
 
I would appreciate any help.
