[Olympus] Draft proposal

the September 1st draft of the OLYMPUS proposal.  The beam time  
request has been optimized to produce the most definitive measurement  
in the most economical running configuration, as demanded by our  
constraints.

Your input is requested by the evening of Sunday September 7th. It  
would be best if substantial edits were submitted well before that date.

The goal is to submit the OLYMPUS proposal to DESY early in the week  
of September 8th for consideration in advance of the DESY PRC, which  
meets on October 1st and 2nd.

I realize that this is not much time for you to study the draft  
proposal but it is essential that we not miss the opportunity for  
consideration at this PRC meeting in October, before the DESY  
management changes.
