[Mobilepartners] SyncML/Tech Time weirdness

Weirdness it is... I just tried synchronizing again and everything  
worked fine. Multiple syncs in both directions worked perfectly. I  
hadn't changed the settings from earlier this morning.... I do  
believe that the TechTime server is bipolar or there are gremlins the  
works... more at 2pm
