[mitreid-connect] OAuth 2 Token exchange support

Hello Justin,

This token exchange draft (https://tools.ietf.org/html/draft-ietf-oauth-token-exchange-13) is a very reasonable proposal.
Is there any plan to support this in MitreID OIDC?
