[Macpartners] add a printer [+] not working

Greetings!
I have a user with a new mbpr 13" with yosemite, he recently migrated his
users folder (just docs) and found he's unable to add a printer.
There are no printers currently, clicking the "+" button has no resulting
action.
Tried disk util/repair permissions + reboot no change.
He was able to download print drivers for one of his printers and run
their installer which added the printer. After doing such, the "+" button
still does not spawn the add a printer dialog box. Having him run repair
permissions another time.
I have searched around but have not found the magic combination of
keywords to come across a fix.
Anyone with other suggestions?
Should I have him startup and review the cups interface? Trash/recreate a
plist?
