[Macpartners] App store tax-exempt purchases

The volume program would require us to buy 20 copies of Final Cut Pro X, not something we are in the position to coordinate.

A couple of quick thinkers pointed out that this weekend is tax free in Massachusetts so we'll probably do that with this purchase. 

App store purchases apparently (thanks Oliver!) are like iTunes and are governed by this process: http://kb.mit.edu/confluence/x/Z4Nh but that means that the tax is charged to the p-card and the refund goes to the individual who bought it. Not exactly the most audit-friendly of processes.
