The only way to purchase apps without being charged tax is to use the volume app purchase program. See: http://www.apple.com/itunes/education/

Someone at the MIT Museum wants to buy Final Cut Pro X. It looks like it's not available via ECAT. I think the only way to buy it is via the App Store. Does anyone know how to do a tax-exempt purchase via the App Store?
