[Macpartners] IP connection question

Afternoon,
I have an apple computer, imac 20" intel, running 10.4.11. It has  
obtained a valid lease through the host registration page in the  
proper subnet.
It has no issues with most network communications, everything works  
except for reaching two particular printers on the network, ironically  
sitting next to each other.
I cannot reach the two ips' via any methods, not even a ping back  
through terminal, nothing through traceroute or with a portscan.

I've attempted the following:
Ran diskutil & permissions repair.
Obtained a new lease and tried manual assignment;  both proper, legit  
ip's.
Re-Applied 10.4.11 combo updater, and all current updates.
Tried another freshly created account, same issue.
Completely Tossed the folder:  \Library\Preferences\SystemConfiguration 
\  (Holds all network settings and available interfaces.)
issued:  lookupd -flushcache
Recreated all network settings form scratch.
Verified no VPN installed.
Connected another laptop to the drop, this computer can reach the ip's  
fine.
Swapped VOIP phone drop with computer, same issue.

Now here's the funny part. If we turn on the airport and connect to  
"MIT" we can ping the IP fine, but Only If The Ethernet Cable Is  
Unplugged!.
Meaning if airport only, and no ethernet cable plugged in, no issues.  
Plug in the cable with airport on, and no contact. Once the cable is  
plugged in, we get no comms to these two ip's.

I know in leopard you can set the network devices service order, and  
even disable and enable them, but not in Tiger that I know of, so I'm  
only assuming once the ethernet cable is plugged in it takes priority  
over the airport.

I'm stumped.

One thing to note, I can ping the router fine, 18.124.0.1  but when I  
attempt a traceroute, I gave in impatiently after 3 or so minutes of  
no data back yet but  * * *

Any ideas?
