I've experienced the same thing. According to a comment I found on 
Apple's discussion forums, this is a known issue with Mail [1]. It 
happens when you open the attachment by double-clicking it inside the 
Mail message window; or when you copy the attachment by dragging it out 
of the Mail message window, and then open the resulting file.

The workaround is to click the "Save All.." button in the Mail message 
window, or control-click the attachment and save it. Both methods work 
on my computer.
