[Macpartners] Problem

Hi,

I work at MIT AV. I have been given a G4 Dual 450. I have 768MB of RAM.
the problem is that whenever I open a program, ie:Camino, I am unable to type
anything for 20 seconds or so. If I begin typing immediately after the program
loads nothing happens...then after 20 seconds...the spinning hypnodisk appears
and then the text I typed appears.....I am running OSX 10.26. Any suggestions
would be  appreciated.
