I was particularly thinking about the case of a public interface becoming 
private, but long enough ago that there weren't yet prototypes for all 
public functions.  I certainly agree that, if something was never public, 
it's reasonable not to worry about outside users unless there is specific 
evidence of an "interesting" use.
