Maintaining backward compatibility?  No.
Deprecating interfaces?  No.

And, whether or not it's bad practice, if it's happened (and I don't know 
offhand whether it has for any of the symbols under discussion), it needs 
to be dealt with.  Saying "Oh, we shouldn't have ever exported this, so 
anyone who used it now gets to lose" is not really OK.
