The _past_ practice of being careless with respect to public/private API
status was definitely bad. Whether the _current_ practice of not
breaking old apps [at run-time link-time] is good or bad is subject to
debate. A decision to break such old apps may certainly be made (I
wouldn't object), but it has to be made consciously.
