File and line numbers in error messages

My objection would basically be that presenting line numbers to
end-users is significantly user-hostile in terms of usability.  I
believe we can and should strive to have more usable software and not
to expect end users to get to that level of debugging for user level
errors.

I support line and file numbers for this can't happen/library internal
errors and possibly even for API usage errors.
