Building pkinit plugin in 1.6.4beta

I admit I haven't tried very hard yet, but I haven't been able to  
build the pkinit plugin yet.

As a starting point, could someone tell me the environment in which  
they were able to build it with the included configure?  I'm reminded  
of the recent discussion of how configure scripts were not well CM'ed.
