Review of krb4 removal project; concluding December 12, 2008

Prior to my joining the Kerberos Consortium, a decision was made to
remove krb4 support from the krb5 1.7 release.  I have been tasked
with implementing this change.  I've done a project writeup so that
some of the details can be discussed before I rev up the buzzsaw.
