External Detection of rcache Type Support

The Apache mod_auth_kerb module uses krb5_rc_resolve_full() to determine 
if it can set "KRB5RCACHETYPE=none".  The trouble is, this is an 
internal API, even though the environment variable itself is external.

How *should* we be doing this?  Is there a reasonable configure test, or 
a public API?
