Usage of V5_AC_OUTPUT_MAKEFILE

Look at aclolcal.m4 in the top of the sources.  roughly what it does
is for the first argument, creates a makefile by prepending
config/pre.in to the head, adding the makefile.in then appending
config/postin.

For the second argument, it makes sure those configuration files are
generated by configure.
