I have confirmation that Windows XP SP2 uses a different location for 
the magic key

   HKLM\SYSTEM\CurrentControlSet\Control\Lsa\Kerberos\
     AllowTGTSessionKey = 0x1 (DWORD)

Setting this value allows the Session key to be retrieved
