It is not part of Kerberos. It is based on an early aklog and can be found
at:

ftp://achilles.ctd.anl.gov/pub/kerberos.v5/ak5log.20030606.tar

But also see a replament: 
ftp://achilles.ctd.anl.gov/pub/DEE/README.GSSKLOG

and any implementation of aklog may also work.

ak5log was originally modified to work with DCE, and the AFS to DFS
transition.
