It actually doesn't do anything.  We thought about adding tool tips 
support to replace the Mac OS 9 balloon help, but then you'd end up 
with things like a "Basic/Advanced" menu with a tool tip that says 
"Basic or Advanced mode".  Tool tips really don't want to display 
large amounts of text.

What it should do is launch some Kerberos Help for the user.  If we'd 
written it yet, it would... ;-)
