[krbdev.mit.edu #3960] krb524d shouldn't log dictionary file complaint

A KDC I set up based on 1.4.3 (beta 2?) code is logging this at
startup:

Jun 27 21:57:27 all-in-one.mit.edu krb524d[2780](info): No dictionary file specified, continuing without one.

It's pointless; krb524d does nothing that a dictionary would be useful
for.
