no kerberos environment found

I want to compile mod_auth_kerb in a windows 2003 OS but I get an error 
when running configure.  Kerberos is installed on c:\kerberos and I'm using 
cygwin.  The error I get is "No Kerberos environment found" see below.  My 
goal is to kerberize apache running on Windows 2003 using 
mod_auth_kerb.  I'm able to get a ticket using kinit within a windows 
shell.  Any clue what else I need to do?  Thanks for any help you can provide.
