WHy is this common syntax failing?

The documentation is wrong.  You need to use something like:

[realms]
   MIRABEAU.NL = {
     auth_to_local = RULE:blahblahblah
     auth_to_local = RULE:stuffheretoo
     auth_to_local = DEFAULT
   }
